U.S. Secretary of State Marco Rubio to start first India visit on May 23

United States Secretary of State Marco Rubio will undertake his first official visit to India from May 23 to 26, the State Department has announced .

The four-day trip will take Rubio to Kolkata, Agra, Jaipur, and New Delhi – an unusually broad itinerary that signals the importance Washington places on the bilateral relationship .

From NATO talks to New Delhi

Before arriving in India, Rubio will attend the NATO Foreign Ministers Meeting in Helsingborg, Sweden, on May 22 . That meeting is expected to focus on increased defence investment and burden-sharing within the alliance.

From Sweden, Rubio will fly directly to India for his first visit to the country since President Donald Trump returned to office nearly a year and a half ago .

Quad ministerial meeting on May 26

India will host the Quad foreign ministers’ meeting in New Delhi on May 26, with Rubio scheduled to attend alongside Australian Foreign Minister Penny Wong and Japanese Foreign Minister Motegi Toshimitsu . External Affairs Minister S. Jaishankar will preside over the talks.

The Quad discussions are expected to focus on pressing global and regional challenges, including the fallout of the ongoing West Asia crisis, maritime security in the Indo-Pacific, and supply chain diversification under the Critical Minerals Initiative launched by Quad members in July 2025 .

Key agenda items

Energy security – The two sides will discuss cooperation in clean energy, including potential agreements on critical minerals and green hydrogen .

Trade and investment – Rubio’s visit comes after the US removed 50% tariffs imposed on India last year, following a trade deal agreed in February 2026 . Officials are now working to finalise a broader trade agreement.

Defence cooperation – Talks will cover military exercises, technology sharing, and potential defence deals. India is also seeking clarity on US diplomatic engagements with China and their implications for the region .

Cultural stops and 250th anniversary celebrations

In addition to official engagements, Rubio will visit the Taj Mahal in Agra, the palace city of Jaipur, and Kolkata – the former capital of British India .

He is also expected to attend the 250th anniversary celebrations of American independence in New Delhi .

Mending ties after tariff tensions

The visit marks a deliberate effort to reset bilateral ties after a turbulent period. Trump had imposed punishing tariffs on India last year and raised H-1B visa application costs following a diplomatic rift .

US Ambassador to India Sergio Gor recently noted that “Rubio doesn’t just show up” – his visit signals that both sides are working to finalise “incredible deals” in time for the trip .

Who is accompanying Rubio

The Secretary will be accompanied by State Department officials and technical experts across various sectors. Unlike many high-level visits that confine officials to Delhi, the multi-city itinerary allows Rubio to engage with business communities and cultural institutions across India .

What happens next

The Quad ministerial meeting on May 26 will set the stage for a possible Quad leaders’ summit later this year. Meanwhile, an Indian delegation is expected to travel to the US to finalise the bilateral trade agreement .

For the US-India strategic partnership, Rubio’s first visit as Secretary of State represents an opportunity to move beyond recent friction and lock in long-term cooperation on trade, defence, and energy – the three pillars of the relationship.
